A senior opposition congressman disclosed yesterday that a P320-million coal purchase contract had been awarded by the National Power Corp. (Napocor) to a non-existent supplier.
This irregularity, Bayan Muna Rep. Teodoro Casino said, will be the subject of a congressional inquiry in aid of legislation and may result in the filing of cases of plunder against those involved behind the deal.
Casino revealed that documents furnished his office indicated that Napocor gave the multimillion supply contract to the PT Marsiterio Marlloan through its local counterpart, Transpacific Consolidated Resources Inc.
Transpacific, supposedly a locally listed firm, gave its address at Danarra Hotel Busincess Center located on 120 Panay Ave., South Triangle, Quezon City.
However, a check made by his office with the Danarra Hotel indicated that the business center has stopped operations two months ago. The hotel management denied that Transpacific held office there.
It was also learned that the firm is not registered with the Securities and Exchange Commission (SEC).
"I am shocked to learn that Napocor recently awarded a P320-million contract to what is apparently a paper company called Transpacific Consolidated Resources Inc. It is unconscionable for Napocor to be again involved in such a multi-million scam, considering that it has a pending case in the Ombudsman involving more than P650 million in overpriced coal purchases," said Casino.
