Government hospitals start setting up assistance centers

To assist patients and avoid incidents similar to surgery video scandal

CEBU CITY — Following the controversial anal surgery at a government hospital here, the Department of Health (DoH) will set up assistance and information desks in government hospitals around the region to ensure that no similar incident will take place again.

DoH 7 Director Susana Madarieta said the assistance and information desk will be set up in government hospitals around the region to accept concerns and queries of patients and to guide the patients in availing themselves of the services of the hospital.

"DoH is looking for ways to avoid similar incidents that happened at the Vicente Sotto Memorial Medical Center (VSMMC) and putting up an assistance and information desk is one of the ways," said Madarieta.

Madarieta was referring to the anal surgery at the VSMMC to remove a perfume canister that was stuck on the patient’s anus. The surgery was successfully carried out but one of those who attended the operation uploaded a video on YouTube, that earned the ire of the gay patient.

The complaining patient reacted to a video on a friend’s mobile phone that runs for two minutes and 28 seconds, showing the operating team of more than 10 people laughing, with someone shouting instructions while the operation was going on.

The video clearly shows the faces of the people involved in the procedure and Dr. Gines said they were able to identify six persons shown on the video.

The video showed medical personnel who were acting out like they were attending to a mother in labor, slowly pulling the canister they described as a "baby" out of the anus of the patient. When the perfume canister was pulled out, one of the medical personnel even sprayed it to the other staff.

The patient is now seeking P6 million in damages from the medical team and the VSMMC.

Jan-Jan, the patient, is asking P1 million in moral damages and P5 million in exemplary damages. He filed on Thursday a supplemental affidavit to his complaint with the Office of the Ombudsman Visayas.
