Parañaque housing body created
The Parañaque City Council has enacted an ordinance creating the Parañaque City Housing Board allowing the city government to adopt measures, ways, and means in addressing the problems of social housing especially among marginalized residents in urban mission areas as well as to find ways for the construction of decent dwelling in urban centers and resettlement areas.
Authored by City Councilor Jose Enrico Golez ,City Ordinance No. 09-06 (079) Series of 2009 has for its bases Article XIII of the 1987 Constitution; Republic Act 7279 or the Urban Development and Housing Act of 1992; Memorandum Order 74 issued by President Arroyo in September 2002, which mentions that “LGUs without Local Housing Boards shall create their respective housing boards or their equivalent”; and Parañaque City Executive Order No. 708, series of 2008.
Under the enacted ordinance, City Mayor Florencio Bernabe, Jr. will act as chairperson of the housing board with the city administrator acting as vice-chairperson while the different city department heads are its members.
The City Housing Board formulates plan for city housing; defines suitable areas for housing development; identifies and taps adequate sources of financing; undertakes re-settlement of families from danger zones; adopts/installs mechanisms for review and updating of housing needs; proposes budget requirements to the Sangguniang Panglungsod; adopts rules and regulations that will benefit the citizens of Parañaque; facilitates the inventory of mission areas as well as monitors all evictions and demolitions.
As the sole clearinghouse for eviction and demolition concerning informal settlers in danger areas, places and governmental projects, proponents of eviction and demolition, i.e., national government department, agency, institution or local government must first secure from the Board the checklist, guidelines and Eviction and Demolition Compliance Certificate prior to the actual implementation of the action.
