Comelec faces minor revamp

The Commission on Elections (Comelec) faces a minor revamp in the composition of its First and Second Division as a result of the recent appointment by President Arroyo of Regional Director Gregorio Y. Larrazabal as Commissioner.

The revamp will take place when Larrazabal formally assumes his post when Congress takes an All Saints' Day and All Souls' Day recess next month.

Larrazabal, the youngest career official to be appointed Comelec commissioner has not yet assumed his post because when he was appointed byPresident Arroyo, Congress was in session. Had he been appointed when Congress was in recess, he could have assumed his position at once without waiting  forconfirmation by the Commission on Appointments (CA).

Since he was the last appointee, Larrazabal will be a member of the Second Division headed by Commissioner Nicodemo T. Ferrer with Commissioner Lucenito N. Tagle as the other member.

Commissioner Elias R. Yusoph, the third member of the Second Division, will be moved to the First Division headed by Commissioner Rene V. Sarmiento with Commissioner Armando C. Velasco as the second member.

When Larrazabal finally assumes his post, Comelec will be working in full complement with Chairman Jose A.R. Melo and six commissioners as members required by the Constitution. (E. T. Suarez)
