Balanced scorecard pioneer Dr. David Norton keynote speaker at ISA Forum
Dr. David Norton, co-developer of the Balanced Scorecard (BSC) and one of the “World’s 12 Most Influential Management Thinkers” in the world according to Suntop Media’s Thinkers 50, will be the keynote speaker at the ISA Public Governance Forum this month.
According to the Forum organizers, Dr. Norton will discuss how governments use the BSC system for developing, implementing and measuring strategic development initiatives. The Institute of Solidarity in Asia (ISA) assists local governments in implementing the system through its good governance program.
The ISA Public Governance Forum takes place September 23 and 24, 2009 at the Mandarin Oriental Hotel.
Dr. Norton’s BSC system allows organizations to focus, efficiently implement, and professionally manage organizational strategy. In the Philippines, Iloilo City posted dramatic gains after implementing BSC to manage and measure the success of its development initiatives. The city showed a 40% increase in income from P825.89 million in 2005 to P1.159 billion in 2008. Iloilo is one of the 34 local government units (LGUs) that have voluntarily joined ISA’s good governance program.
The city also posted significant growth in a major sunshine industry and employment generator, business process outsourcing (BPO). Twelve BPO companies have facilities in the city, up from none in 2005.
To complement Dr. Norton’s personal insights on strategy-focused governance, the ISA Forum will feature other Philippine governance success stories including those of Balanga (Bataan), Bani (Pangasinan), San Fernando (Pampanga), and a non-profit accounting association.
