CAINTA, Rizal – Mayor Mon Ilagan said the whole town in Cainta remained 100 percent under water on Sunday and many areas remained not passable to all kinds of vehicles.

He appealed for help to the national government to send rescuers to the subdivisions in Cainta that remained flooded, trapping a number of residents.

Ilagan said his monitoring group had reported to him that two persons drowned. However, the identities of the victims and their exact location remained unknown.

Ilagan said subdivisions that remained flooded include Barangay Sto. Domingo, Vista Verde, Don Mariano, Karangalan Village, Felix Subdivision, Kingsville Subdivision, and Town and Country.

Ilagan said he himself was stranded atop a dump truck on a road that was a neck deep in water. “I was trapped and stranded for 12 hours,” he said.

Ilagan said the lack of electricity hampered their communication with other people who needed help.

“We have sent a rubber boat but it was not motorized,” Ilagan said.

Cainta was the first town in Rizal to announce that there will be no classes today as most public schools here will be used as evacuation centers to serve as temporary shelters to flood victims.

Cainta remained under six feet of water more than half a day after flash floods engulfed the municipality.

Ilagan said "floods have also delayed the municipality's rescue operations as areas remained flooded. He appealed to authorities to send more motorized boats and amphibious vehicles for speedy rescue operations.

Rizal Gov. Casimiro Ynares III said reports reaching his office said 56 people were listed as either killed or injured while 46 others were missing in Rizal as of 1:30 p.m. on Sunday.

Vastly affected were the towns of Tanay, Rodriguez (formerly Montalban), Baras, Theresa, and Angono, he said.
