Bed spacers, boarders’ registration proposed

The Manila City Council has proposed an ordinance requiring the registration of bed spacers, boarders and tenants in barangay offices to ensure that they give their true identities.

Once the ordinance is approved, the measure would require bed spacers, boarders and tenants to register and present, upon commencement of their residency, a valid identification card, picture and bio-data.

The principal authors of the proposed ordinance include Vice Mayor and City Council presiding officer Francisco “Isko Moreno” Domagoso, and councilors Ernesto Isip Jr., Ernesto Dionisio Jr. and Maria Shiela Lacuna-Pangan.

"Manila continues to be the destination of thousands of students and jobseekers.

But it's a sad fact that tenants, boarders and bed spacers are virtual strangers who are admitted to the family home and share the dwelling without knowing their true identity and origin,” the proposed ordinance said.

The ordinance also provides that the landlords or landladies shall oversee the registration of their prospective tenants.

Once the ordinance is approved, any person found violating it shall, upon conviction, be punished by a fine of P500.
