President Arroyo has granted executive clemency to 11 convicts, including a former municipal mayor charged with murder, a kidnapper, and a rapist.

Of the pardoned prisoners, Escolastico Hitgano Sr., former mayor of Trento, Agusan del Sur, and Pablito Aman received absolute pardons.

Mrs. Arroyo earlier granted Hitgano a conditional pardon on February 14, 2005.

Isidro Reyes, meanwhile, received conditional pardon while those whose sentences were downgraded were Florencio del Prado, who was sentenced to life imprisonment for raping a 17-year-old girl in Caloocan City on November 16, 1989; Ramil Balatucan who was found guilty of murder and frustrated murder in 1992; and Ruben Acervo, who was slapped with life imprisonment in 1998 for kidnapping and serious illegal detention, along with four cohorts.

Also included in the list of convicts whose sentences were commuted were Ronaldo Bataan, Johnny Caisip, Virgilio Katigbak, Ruben Romero, and Alfredo Sumauang.
