DoE issues guidelines on oil price freeze EO
Albeit too late in the game, the Department of Energy (DoE) issued on October 29 Department Circular No. 2009-10-0013 to underpin the implementation of Executive Order 839, the Malacañang directive freezing oil prices to October 15, 2009 level.
In the implementing guidelines, the DoE defined the scope and coverage of the EO to be "all oil and LPG (liquefied petroleum gas) industry players", setting specific mandate for them to "retain or reduce
the prices of their refined petroleum products, specifically gasoline, diesel and biodiesel, kerosene
and LPG," to the prescribed reference date.
The oil companies have also been directed to submit to the DoE inventory of their petroleum products as well as the prevailing prices at their pumps. The mandate is to have said report ready within 24 hours from the effectivity of the Circular, or the policy that sets the guidelines for the oil price control.
The submission shall include "a listing of all their gasoline/LPG retail outlets in Luzon and the actual prices of LPG and at the pumps of the refined petroleum products of each gasoline/LPG retail outlet as of October 15, 2009."
The DoE Circular added "the prices of the above-identified refined petroleum products prevailing as of October 15, 2009 shall remain effective until the EO is lifted or revoked by the President of the Philippines."
