Resolution clearing Villar put in proper place – Ping
The resolution seeking to dismiss an ethics complaint against Sen. Manuel Villar Jr. that was signed by 12 senators was not derailed but merely put in its proper place, Sen. Panfilo Lacson Wednesday said.
Lacson, one of the senators who supported the investigation of Villar for his involvement in the alleged P200-million double insertion for the C-5 road project extension said Senate President Juan Ponce Enrile’s decision to toss the document to the Committee on Rules was the right thing to do.
"Derailed is not a proper word to describe what happened Wednesday. Put in its proper place is more like it. It's un-parliamentary, unethical, brazen display of disrespect to the Senate President and the Senate as an institution and abusive of our rules,” Lacson said.
“Kaya dapat lamang na ibato sa (it is just fair that it be remanded to the) committee on rules,” he said.
Enrile, on Tuesday, decided to toss the resolution to the backburner while he is still preparing for the Senate Committee of the Whole’s report on its investigation in the Villar ethics case.
The Senate president described the resolution as “out of order” as it effectively preempts his committee which was formed to look into the ethics complaint filed by Sen. Ma. Ana Consuelo “Jamby” Madrigal.
Lacson, on the other hand, noted that some senators were deceived into signing the resolution, saying the one who circulated the resolution for signature made it appear that the resolution has the Senate leader’s blessings.
