‘Wish list’ for the new 2010 president
Though these are not all- encompassing and original, the following are some of our "Wish List" of the new president that we will elect in 2010:
(1.) Reduction of the population growth rate from 1.24% to only 1.0% per year. Thus, the current Filipino population of 90 million must only be 90.9 million after one year.
(2.) Mitigate the greed of corruption from the current 30-40% of project cost or budget to only at least 10%. Thus, the 2010 National Budget of P1.5 trillion, corruption will only reflect P150 billion not P450-billion (30% kickback).
(3) Classroom to student ratio should stand at 1room : 30 students with a computer in every room and the textbooks already corrected from monumental blunders.
(4) Implement the new Urban Plan of Metro Manila by Jun Palafox. Relocate slum and water bank dwellers to government owned higher ground,
(5) Invite foreign investors to help in the energy, infrastructure and transport sectors. There are obvious economies to be enjoyed in wind , solar, bio and other alternative energy source. Our infrastructure: GDP ratio is still low – needing large capital perhaps from abroad. Good infrastructure in turn promotes investments that create jobs.
(6) Related to that, government must ensure public safety in the use of transport facilities. There are just too many killer buses on the roads and floating coffins at sea.
(7) Re-establish the Two-Party system with definite ideologies. Disallow turn-coatism for three years and destroy the political dynasty system by putting teeth to a 1987 constitutional mandate against that.
(8) Government will provide Election campaign funds for the two parties. Full disclosure of expenses will be required. It would be declared a crime for the private sector to contribute funds to any local or national candidate. This will kill patronage politics.
(9) SMI (small and medium industries ) must double from the present 1.0 million to 2.0 million in those years. With new hired hands of three persons per firm, some 3 million new jobs will be created by SMEs alone.
(10) The members of the Supreme Court and the Ombudsman must be elected at large and not by presidential appointment – for obvious reasons. Judges will be elected in secret by the Judicial and Bar Council.
(11) The Chief of the Armed Forces and the Head of the PNP must be voted in secret by a Board of Generals and not appointed by the President. Cabinet secretaries must be career-oriented leaders, not presidential appointees.
(12) Manila must be decongested by mandating schools, airports and major seaports outside Manila. Provide funds for "Balik Probinsiya" families so they can start business in the rural areas.
(13) South Luzon from Bicol to Laoag North thru Baguio must be connected by a fast, fuel efficient train. Tax sales cuts must be made on the purchase of electricity- driven cars.
(14.) Reforest Rizal hills, Sierra Madre and other hilltops to prevent landslide and other calamities. Reforest similarly denuded mountains in the other provinces.
(15) The Philippines must become self-sufficient in rice and cereal from today's biggest rice importer in the world. Agricultural land must become acceptable to become bank collateral by law.
(16) Stop and ban the practice of keeping employees perpetually on "casual basis" rather than being permanent after six months.
(17) Bring back oil to its Regulated state and fix retail limits. Minimum wage must be increased while cuts on corporate taxes must be made to make the salary increase tolerable by owners and entrepreneurs. It is a "backdoor" economic stimulus program.
(18) Make National Budgeting from "down-up" with intense LGU participation through the Regional Development Councils. This could result in less "lump sum" budgeting that gives leeway for political patronage and favoritism.
Many of these have been espoused by others at one time or the other.
Many of these can be doable once a strong political will is mustered.
