House leadership doubts Con-con would make it this Congress

The House leadership expressed doubts Thursday that the proposal to amend the Constitution via constitutional convention (Con-con) would materialize during this Congress even after debates on it have started in chamber.

In a text message, House Speaker Prospero Nograles said that although the Con-con proposal could still pass in the lower house while its members are preparing for the upcoming election, it may not materialize in the end.

“(The proposal) may not be able to make it,” he said.

“The proposal for Con-con may still pass the House. But the Senate is another story,” the Senate leader added.

He made the comment after Executive Secretary Eduardo Ermita reportedly admitted that Charter change remains a priority of the President, fanning even more speculations that her congressional bid is intended to change the Charter, and earn herself eligibility becoming the prime minister once the government transforms to parliamentary.

Last month, the lower house opened floor debate on House Bill 6975, which seeks to flesh out the implementation of the Con-con as proposed under House Concurrent Resolution No. 32.
