Adiong replaces arrested ARMM gov - Puno
Autonomous Region in Muslim Mindanao regional vice Governor Ansaruddin Alonto-Adiong has replaced ARMM Governor Zaldy Uy Ampatuan, who was arrested last Saturday under martial law in connection with the massacre of 57 people in Maguindanao, according to DILG Secretary Ronaldo Puno.
This developed as the office of Adiong, who is also concurrent DILG regional secretary, said they were waiting for an official designation of their boss to be able to perform functions without possible complications or resistance from incumbent ARMM officials.
“There is confusion among officials and employees in various departments and offices in ARMM, especially in the ORG (office of the regional governor). I think an official designation of Vice Governor Adiong is necessary," one of his staff told the Bulletin yesterday over the phone.
The ORG building, locally know as little Malacanang, was padlocked Monday by military and police troops enforcing an order from the Office of Sec. Puno.
Puno clarified Monday that with the succession of Adiong, ARMM continues to enjoy its autonomy despite the declaration of martial law in Maguindanao on Friday night.
“To date the (new) regional governor continues to take charge of the entire autonomous region. Whatever supervision is exercised over the autonomous region has to be exercised through the regional governor,” Puno said during a forum.
Puno said President Arroyo merely transferred from her office to the DILG the supervision over the region.
“So although there is supervision, this was merely transferred from Office of the President to DILG and the supervision does not impair autonomy of the region, the region continues to be autonomous… what we need to do now is to examine the responsibilities of the regional governor over the exercise of his duties,” he pointed out.
Puno said ARMM Gov. Zaldy Ampatuan, who was arrested along with eight other relatives for rebellion, was replaced by his lawful successor ARMM vice Gov. Adiong.
Adiong has been in Manila attending official functions since Friday last week, his staff said.
