BoI misses target for new vehicle plan

The target for the coming up of a new Motor Vehicle Development Program (MVDP) has been moved to end January, a month-long delay from the December 30, 2009 deadline.

Trade and Industry Undersecretary and Board of Investments managing head Elmer C. Hernandez said the BOI, which administers the program, is still finalizing the new industry blueprint.

“We are now finalizing the new MVDP and then we will have public hearing this month. We hope to have a new MVDP or a new Executive Order towards end of January,” Hernandez told reporters.

Hernandez explained the delay was caused by the extensive consultations that they conducted with the industry players. The BOI has also discussed the new MVDP with the Automotive Industry Workers Alliance after complaints that the workers were not considered in the revision of the program.

“I told the AIWA president that they can present their position at the public hearing,” he said.

Hernandez explained that will be provided in the new MVDP EO is the direction on how the industry can move forward, but the specific measures like tariff issues would have to be addressed through the EO’s Implementing Rules and Regulations. A public hearing would be conducted in the crafting of the IRR as well.
