SAN RAFAEL, Bulacan — President Arroyo led Monday the inauguration of the new municipal hall, one of the most beautiful “munisipyo” in the province and dubbed as “Malacañang of Bulacan.”

The newly built municipal hall was the realization of the dream of San Rafael Mayor Ricardo “Tata Carding” Silverio when he became mayor in 2004.

The old municipal hall was inaccessible to visitors and most residents since it is nestled at the outskirt of Barangay Poblacion.
“Ayoko na nahihirapan ang aking mga kababayan, it was too far from the Maharlika Highway , the national road that links this town to Manila that serves as the gateway to the eastern provinces of Nueva Ecija, Nueva Viscaya, Isabela and Cagayan,” Silverio said.

This explains why the town is considered as “rustic and sleepy” just like other Central Luzon towns whose government centers are not traversed by vital national roads like Maharlika and MacArthur highways.
