NBI on Lacson’s trail; lawyer asks court to revoke arrest order
The legal team of opposition Sen. Panfilo Lacson will formally ask the Manila Regional Trial Court Monday to revoke its arrest order on the lawmaker who has been accused of masterminding the murder of publicist Salvador “Bubby" Dacer and his driver Emmanuel Corbito in Nov. 2000.
Lacson's lawyer, Alex Avisado is set to file a motion for reconsideration to ask Judge Myra Fernandez of Branch 18 to reconsider the finding of probable cause to indict the senator for double murder.
Meanwhile, the National Bureau of Investigation (NBI) claims it is now on the trail of the senator who left for Hong Kong last January 5, two days before charges against him were filed in court for the Dacer-Corbito murders.
Lacson later admitted that he left the country to avoid harassment by the Arroyo government. Avisado said the court’s determination of probable cause is not yet final.
He said his client should not be considered a fugitive since the senator has not yet abandoned the case.
He earlier said the arrest warrant was part of the Arroyo administration’s plot to persecute his client and to "condition the mind" of the public.
“This is clearly just propaganda against Senator Lacson,” he said.
NBI Regional Director Ricardo Diaz, chief of Counter Terrorism Unit (CTU) and concurrent bureau spokesman, said it has received information from counterparts in abroad that could lead to finding Lacson.
“We have already an idea as to his location but we can’t categorically say that we have pinpointed his exact location.
We have just an idea. However, we cannot give it to the media because it would be tantamount to telegraphing our moves to him. I know he's also monitoring us," said Diaz.
Diaz said the senator is not an ordinary person as he used to head Interpol Manila when he was the Philippine National Police (PNP) director general.
“We are very sure that he is also monitoring us here in the Philippines. He also knows how the cooperation among the Interpol member countries works,” Diaz said.
Diaz said Lacson is expected to be placed in the Interpol Red Notice by Monday.
“By Monday, we will make a formal communication (letter request) to the Interpol to place Sen. Panfilo Lacson in its red notice list following the issuance of the warrant of arrest by the Manila court,” he said.
However, he said Interpol has been monitoring Lacson’s whereabouts a few days ago and that its intelligence network verified that the senator was not in the United States or Australia.
“His Australian visa expired in 2008. His US visa was cancelled because he was named as an unindicted co-conspirator in the espionage case involving former police Senior Superintendent Michael Ray Aquino and Filipino American Leandro Aragoncillo in the US,” Diaz said.
NBI Director Nestor M. Mantaring said a room has already been prepared for Lacson inside the bureau compound.
