Quezon City Vice Mayor Herbert "Bistek" Bautista Wednesday said his system of governance would focus on a five-point development plan in the fields of health, education, social welfare, housing and community-oriented policing system to strengthen the city’s service and support capabilities.

The Liberal Party mayoral stalwart said his priorities are designed to implement a development program leading to improvement in the lives of local residents at the shortest time possible.

“The objective is to strengthen the support capabilities of the city government through a city-wide program while addressing other social needs essential to residents of Quezon City,’’ Bautista said.

He said there is a need to provide easier access to basic health services in the 142 barangays of Quezon City with the aim of gaining a zero tuberculosis and malnutrition status in five years in the community.

On the aspect of education, Bautista said he will tackle the low-enrollment level in the pre-school category with the thrust of wiping out the problems concerning the lack of day-care centers, qualified teachers and other facilities.

If elected mayor, Bautista said he plans to triple the number of community learning centers in the city in his first year in office.

Bautista said that his office will prioritize anti-illegal drugs campaign targeting law enforcers who are in cahoots with the drug peddlers.

He said there is a need to strictly impose stringent sanctions against police authorities engage directly or indirectly with the illegal drug trade citing instances when users and pushers easily go off the hook through the intercessions of influential personalities.

Bautista said he is expecting a more progressive Quezon City if the city’s social development agenda elevates in the same level of economic growth where there is a focus on health, social welfare, peace and order and housing and education.
