Caretaker president’s appointment sought
Sen. Rodolfo G. Biazon, chairman of the Senate national defense and security committee, said Wednesday he would file a bill that would declare a caretaker president in case the Commission on Elections (Comelec) would declare that the May 10, 2010 national elections is a failure.
If there is a formal declaration of failure of election, the 14th Congress shall meet in a special session to tackle the issue of who shall be named the caretaker president, Biazon said.
As a former chief of staff of the Armed Forces of the Philippines during the Aquino administration, Biazon felt that the appointment by President Arroyo of Lt. Gen. Delfin Bangit as the successor of Gen. Victor Ibrado might have something to do with the forthcoming election.
The turnover rites was held at Camp Aguinaldo, Quezon City Wednesday.
Bangit was quoted as saying the other day that he would not be a party to any cheating in the May 10 electoral exercise and vowed that he would not be used by any interest group in the election.
In his bill that he said would be filed days before the May 10 national and local elections, Biazon said the President should call Congress to a special session 10 days after the Comelec has formally declared that there is a failure of election.
