CIAC opens dev’t of DMIA’s Terminal 2 to new proponents

CLARK FREEPORT – The Joint Venture Selection Committee (JVSC) of the Clark International Airport Corporation (CIAC) Monday announced that CIAC is now “open” to accept and evaluate other “unsolicited proposals” to develop the Diosdado Macapagal International Airport (DMIA) Terminal 2 project.

CIAC Vice President for Operations and Chairman of the JVSC Romeo N. Dyoco however emphasized “that this is not to be construed in any manner as a solicitation of previous or future proposals.”

On March 15, the CIAC Board rejected with finality the offer of the Kuwaiti backed ALMAL-PRIDE Consortium to develop DMIA Terminal 2, as well as to take over and develop Terminals 1, 3 and other adjacent areas including some 1,500 hectares in the Clark Civil Aviation Complex.

“We are now open to accept and evaluate other unsolicited proposals for the development of the DMIA Terminal 2 project. We (CIAC) will continue to look for the best and most feasible offer for the Terminal 2 project,” Dyoco added.

Dyoco said the JVSC has set a deadline on March 31, 2010 for all interested potential proponents for their final and best offer under the JV Annex C Procedures.

He said under the JV procedure, the JVSC will evaluate, and compare all submitted proposals with the guidelines to select the best offer according to eligibility requirements and adherence to the scope of subject matter now being only for the development of Terminal 2 or its equivalent capacity of 5 million passengers annually including footprints and other feasible land area for commercial and other aviation related purposes.

Dyoco said the best offer selected by the JVSC, would be recommended to the CIAC Board with eligibility pass and a status for negotiations for best financial terms, wherein a reached agreement will result in a conferment of Original Proponent status.

He stressed that the best offer designated as Original Proponent would be subjected to a Comparative Challenge under the JV Annex-C Procedure.

President Gloria Macapagal-Arroyo has designated DMIA as the next Premier International Gateway and a world class service and logistics hub in the country. CIAC has already set aside P308 million for the expansion of the existing DMIA Terminal 1. The expanded DMIA Terminal 1 will have two aerobridges, a second floor, elevators, escalators, CCTVs, Public Address System, Background music and a wider lounge for passengers and more concessionaires for commercial spaces that will further improve the services at the DMIA.
