Comelec ready to disclose preparations

The Commission on Elections (Comelec) Friday expressed willingness to comply with the Supreme Court (SC) ruling for them to disclose all their preparations for the country’s first automated elections.

“The SC decision simply requires us to furnish the petitioning party with whatever documents they are asking for. Again, this is something we have done every single time every time someone asks anything from us,” Comelec Spokesman James Jimenez said.

“This will not delay the preparations for the elections,” he assured.

On Thursday, the SC ordered the Comelec to disclose the complete details of its preparations within two days upon their receipt of the 20-page resolution.

Among the details that the High Court wants the Comelec to make public are the nature and security of all equipment and devices, including hardware and software components that will be used on Election Day; the source code for review by interested parties; and the terms and protocols of the random manual audit.

Jimenez, meantime, reiterated that they have fully complied with the first requirement of the law to have a source code review and have it tested by an independent third party.

“A lot of people were saying that no source code review was conducted and therefore the system is untrustworthy. This is not true. A source code review was conducted,” he said.

But they are totally against the demands of some groups to have an unrestricted review of the source code as stated in the second requirement of making the code available to the public.

“That source code is still available to anyone who wants to check it. Unfortunately, we will not allow, due to security concerns, anyone to take the source code out of Comelec premises. We will not give them to anyone who just wants to have a look at it without even any guarantee that they will not use it for malicious purposes, for selfish ends,” said Jimenez.
