House names 9 senior solons to NBC

The House of Representatives on Friday named to the National Board of Canvassers (NBC) a balanced line up of nine senior congressmen belonging to political parties of presidential and vice presidential who are leading the races in unofficial counts.

Speaker Prospero Nograles said the group will represent the Lower House in the NBC which officially convenes on May 24.

The chamber will convene early to approve the proposed rules of procedure before proceeding to the joint public session that will be presided over by Nograles and Senate President Juan Ponce Enrile.

The nine-member group will be composed of Nograles as chairman, Majority Leader Arthur Defensor, Minority Leader Ronaldo Zamora, Senior Deputy Majority Leader Neptali Gonzales II, Senior Deputy Minority Leader Roilo Golez, Assistant Majority Leader Crispin Remulla, Reps. Didagen Dilangalen, Matias Defensor, and Michael John Duavit.

The Liberal Party which fielded frontrunner Sen. Benigno “Noynoy” Aquino III and Sen. Manuel “Mar” Roxas II for president and vice president, respectively, is represented in the panel by Gonzales, a new recruit.

The Partido ng Masang Pilipino, party of former president Joseph Estrada and running mate Makati Mayor Jejomar Binay is being represented by Zamora and Dilangalen.

Senators Manuel Villar, the Nacionalista Party standard-bearer, has party colleague Remulla in the panel while his running mate, Sen. Loren Legarda of the Natioinalist People’s Coalition, will have Duavit, NPC secretary general.

The Lakas-Kampi-CMD that fielded the team of former defense Secretary Gilbert “Gibo” Teodoro and actor Edu Manzano, is represented by Nograles and the two Defensors.

Nograles said he has also named as alternate members the following: Reps. Teodoro Locsin Jr. (PDP-Laban ,Makati), Rufus Rodriguez (PMP, Cagayan de Oro), Lorenzo Tanada III (LP, Quezon), Liwayway Vinzons-Chato (LP, Camarines Norte), Simeon Datumanong (Lakas-Kampi-CMD, Maguindanao), Giorgidi Aggabao (NPC, Isabela), Pedro Romualdo (Lakas-Kampi-CMD, Camiguin), Joseph Emilio Abaya (LP, Cavite), and Eduardo Zialcita (NP, Parañaque).

Nograles aired confidence that the proposed rules will be approved en toto by his colleagues in the Lower House.

The seven-page rule already embodies provisions that concern provisions of the poll automation law, including the comparison of printed certificate of canvass with the electronically transmitted certificate of canvass.
