3 ways to negotiate peace proposed

After deactivating its peace panel starting on July 1, the Moro Islamic Liberation Front (MILF) Wednesday reminded President Benigno C. Aquino III of what the group considered as the only three ways to address the "Moro Question in Mindanao."

This developed as the Aquino administration was reported in the news of already forming its two peace panels for the negotiations with the Moro rebels and the communist insurgents.

The MILF in the meeting of its highest policy-making body, the Central Committee, in June, decided to deactivate its panel while waiting for the resumption of talks with the Government of the Republic of the Philippines (GRP).

Muhammad Ameen, who chairs the Moro rebel group's secretariat, cited on Luwaran.net the three options in dealing with the Bangsamoro people's struggle for self-determination.

Ameen said these are negotiation in tandem with a military component; Military approach plus counter-insurgency measures; and Real problem-solving track with negotiation as its main component.

Ameen pointed out the first one "to dribble and dribble" while holding at bay the MILF threat; the second is coupled with socio-economic, material and cultural and educational projects to downgrade the peace talks; and the third accompanied with confidence-building measures on the ground.

"Only number 3 is viable and has the chance of succeeding, which will eventually elevate the country into the level of peaceful and progressive states in the world, while options 1 and 2 are counter-productive and will forever place the Philippines in a jeopardized position," claimed Ameen.

The MILF said it has opted for negotiation, describing it as the "most civilized and most practical" in tackling the Muslim problem.

He said the MILF is determined to stick to a peaceful and negotiated solution. "This is our policy and we will hold on to it as long as the government is seen as sincere in talking to us," Ameen said.
