Truth Commission urge to probe IMPSA deal
The constitution of the Truth Commission has prompted some lawmakers in the House of Representatives to call for the inclusion of the controversial government deal with Argentine firm Industrias Metalurgicas Pescarmona Sociedad Anonimo (IMPSA).
Nueva Viscaya Rep. Carlos Padilla said the controversy involving IMPSA was among the first scams that hounded the administration of former President Arroyo, which the Truth Commission must definitely look into.
In 1998, Napocor entered a $470 million built-rehabilitate-operate-transfer deal with IMPSA to develop the Caliraya-Kalayaan Hydroelectric Plant in Laguna during the term of former President Joseph Estrada, who earlier claimed he was offered $14 million to approve the contract.
The former president also claimed turning down the offer before he left office in January 2001.
Padilla claimed there are many others that should also be held accountable for the IMPSA controversy, saying that a deeper probe would implicate other personalities.
Meanwhile, former Senator Ernesto Herrera added that the Truth Commission should also probe other government agencies like the Government Service Insurance System (GSIS), and Metropolitan Manila Development Authority (MMDA) after both allegedly figured in controversial transactions.
