Makati court to police: Submit more hazing info

The Makati City Prosecutor’s Office ordered Tuesday the local police to provide additional evidence regarding the death of a University of Makati (Umak) student during alleged initiation rites in Makati City that linked at least 16 suspects.

City Assistant Prosecutor Lody Tancioco said they directed the Makati City police headed by Makati police chief Senior Supt. Froilan Bonifacio to submit added information on the case within 36-working hour period from the issuance of notice.

Last Saturday, Bonifacio said five students and members of the Alpha Phi Omega (APO) fraternity have voluntarily surrendered to the police, namely, John Reynald Marin and Michael Pagulayan, both 19 years old; Roesel Wenceslao, 18, all students of University of Makati; and Rico Mansalapus, 31, an alumni of the university. The suspects underwent inquest proceedings at the city prosecutor’s office last Saturday.

The name of the fifth suspect, a 17-year-old was withheld because he is a minor, but he faces the same charges and will be turned over to the city social welfare office.

The police are also just waiting for the court to issue warrants of arrest for the 11 suspects on the loose, whose names have been withheld pending their arrest.

The local police presented documents to support its claims that the students violated Republic Act 8049 or the Anti-Hazing Law.

Apart from the documents, Tancioco said they ordered the police to reduce in writing the particulars regarding the students’ surrender.

After 36 hours, Tancioco said they will be able to the issue the resolution on Thursday whether there is probable cause in filing charges against the suspects based on the evidence submitted.

Based on their sworn affidavit, the five suspects admitted they were present when EJ Karl Intia, 19, was allegedly subjected to hazing that started at 2 p.m. and ended at 6 p.m. last August 14.

Suspect Pagulayan admitted that he was the master initiator of APO during the initiation rites that took place at the house of fellow fratman, Rico Mansalapus on Mayapis St. corner Catmon Sts, Barangay San Antonio.

Intia’s body was retrieved from a 30-meter deep ravine along Km 99, Marcos Highway, Barangay Laurel, Sta. Maria, Laguna province last August 15. He was identified by his father, who last saw him on the morning of August 14, in a funeral home in Laguna on August 20.

Intia sustained major bruises on his legs commonly seen in fraternity neophytes who had undergone paddling during initiation rites. The autopsy revealed that the victim died from traumatic injuries to the head and lower extremities.

Earlier, Vice President Jejomar C. Binay and Makati Mayor Jejomar Erwin Binay condemned the violence, vowing to help bring justice to the parents of the hazing victim.

The Binays will also shoulder the funeral expenses of EJ Karl after they personally expressed their condolences to the family of the hazing victim last Saturday.
