Committee to determine institutional problems in Monday's hostage drama
MANILA (PNA) — The Incident Review Committee (IRC) earlier formed by Malacanang will be meeting at 7 p.m. Wednesday at the Department of Interior and Local Government (DILG) to among others, determine institutional problems regarding the Quirino Grandstand hostage drama.
In a press conference, Department of Justice (DOJ) Officer-in-Charge Undersecretary Jose Vicente Salazar said "We will determine institutional problems which might have contributed to that particular incident."
Salazar said that the evidence gathered by the SOCO (Scene of the Crime Operatives) are some of the things to be discussed by the IRC tonight.
The IRC is chaired by DILG Secretary Jesse Robredo with DOJ Secretary Leila De Lima as vice-chair, and its members are the Philippine National
Police (PNP) Internal Affairs Service, PNP Director General Jesus Versoza and National Bureau of Investigation (NBI) Director Magtanggol Gatdula.
Salazar said that the IRC has a technical working group (TWG) composed of lesser officials from the agency members.
"Analysis of reports would have to be done tonight. This initial report will be signed by the Secretary of Justice and the Secretary of Local Government," Salazar said.
Salazar noted that there will be resource persons from the Department of Foreign Affairs (DFA), the media, one from caused-oriented group to provide general sentiments of the public in this particular incident to take into consideration and could be included in the recommendation to be sent to President Benigno S. Aquino III.
"We have two timelines subject to the approval of the committee with the intent to examine the institutional problems which might have contributed to the incident like problems on the operational guidelines, logistical and administrative concerns," Salazar said.
Salazar pointed out that the partnership between the media and government is crucial in this particular incident.
"We are not finger-pointing. What we intend to do here is to avoid similar incident in the future, what would be the guidelines which would be provided for both for media, government and police in order to handle such situations and avoid results as what happened," Salazar stressed.
Salazar said that they intend to finish within 60 days the incident which happened Monday night, and thereafter, another 60 days for institutional examination and re-evaluation.
