'Kuliglig' banned in Manila streets

Manila, Philippines — The City of Manila has banned the three-wheel motorized pedicabs or "kuligligs" from operating in the city, starting October 1.

"Kuligligs," operating with temporary permits, are subject of several complaints which have reached the city government, prompting Manila Mayor Alfredo S. Lim to issue Executive Order 16.

Since the motors used to run the "kuligligs" are not mechanically designed, powered, and intended for land use, these cannot be registered with the Land Transportation Office (LTO) nor with any government transport-regulating agency. With no LTO registration, the gas emissions of the "kuligligs" cannot be determined in accordance with the Clean Air Act.

By banning the "kuligligs," Lim said the city government hopes to lessen air pollution and help solve traffic problems.

In another development in Manila, a 53-year-old man landed in jail on Tuesday for allegedly raping his 15-year-old paralytic daughter who was reportedly suffering from a brain tumor inside their house in Tondo, Manila.

The sexual advances made by Bonifacio Ordonez, 53, of Vitas, Tondo against his daughter Jenalyn (real name withheld) was made known by the victim through her sister Cheverlyn (not her real name), according to Chief Insp. Anita Araullo of the MPD-Women and Children Concern Division (WCCD).

Cheverlyn, together with the victim, personally sought the help of authorities at around on Tuesday morning in arresting and filing a case against their father.

In her statement, the girl told investigators that he was raped “many times” by her father.

The last incident happened the other night while the victim was sleeping inside their room when she suddenly felt that somebody was touching her.

When she woke up she saw her drunken father who pulled down her short pants and underwear. She reportedly tried to stop her father but the latter overpowered her.

After she was naked from waist to down, the suspect started raping the girl.

The rape was only reported to authorities after the victim finally informed her older sister that she was raped by their father several times.

At the police station, the father admitted that he molested his daughter but insisted that there was no rape. He said he only touched her private parts. (With a report by Leonard Postrado)
