PNP asks 2 officials tagged as protectors of carjackers to explain

MANILA, Philippines (PNA) – The Philippine National Police (PNP) on Sunday announced it will ask the two police officers, tagged as protectors of car theft syndicates to shed light on the matter.

PNP spokesman Chief Supt. Agrimero Cruz Jr. said that the PNP leadership will be asking Director Roberto Rosales, chief of the PNP’s Directorate for Integrated Police Operations-Northern Luzon (DIPO-NL), and Supt. Napoleon Cauyan, former head of the PNP’s anti-carjacking ask Force Limbas, to explain.

Rosales and Cauyan were tagged by newspaper reports quoting leaked military intelligence information as the missing link in the ongoing investigation of the notorious Dominguez carjacking syndicate.

”The PNP leadership will direct Director Rosales and Superintendent Cauyan to shed light on reports and information linking them to the Dominguez car theft syndicate,” said Cruz.

”We have set the wheels of investigation based on the intelligence information and reports from the media,” added Cruz.

According to Cruz, the PNP would also request other people with information on car theft syndicates to help them in their campaign to put a stop to car theft incidents.

He urged the public to relay their information to the PNP Text Hotline 2920 or at 0917-845-5757.

Cruz said that the PNP’s “total approach” in the anti-carjacking campaign involves strengthening inter-agency coordination, particularly with the Land Transportation Office (LTO), which already started a review of its present regulations on motor vehicle registrations.

Aside from intensified crack down against carjacking group, Cruz said the PNP is also doing legislative liaisoning to explore the possibility of making carjacking a non-bailable offense, especially if committed with aggravating circumstances such as the use of firearms.

Cruz also said that the PNP leadership is enhancing the capability of the Highway Patrol Group (HPG) as part of the intensified campaign against carjacking.

For a start, Cruz said the HPG is enhancing the efficiency of the flash alarm system that allows the police to immediately determine whether a vehicle is “hot” or stolen.”

Concerns have been raised earlier that carjackers have operated with seeming impunity in cahoots with unscrupulous and corrupt personnel of both the PNP and the LTO.

Members of the notorious Dominguez carjacking gang, led by brothers Raymond and Roger Dominguez, have been charged more than 30 times before various courts, most of them for carjacking, but managed to post bail, allowing them to continue with their illicit activities.
