Caloocan bans minors riding on backs of motorbikes

MANILA, Philippines — Responding to the rising number of fatal accidents involving motorcycles, the Sangguniang Panglunsod of Caloocan City has passed an ordinance prohibiting motorcycle drivers from having back-riders aged seven years and below.

Aside from banning minors as back-riders on motorcycles, the city authorities would also strictly implement the rule of wearing helmets for both motorcycle driver and back-rider.

The regulations seek to avoid deadly mishaps especially for residents who prefer to travel on motorcycles because it is faster and they could get around heavy traffic.

Signed by all members of the city council, the ordinance was sponsored by 2nd District Councilor Marjorie Barretto, while 1st District Councilor Nora Nubla served as co-sponsor.

Based on a study accomplished by SAFE KIDS Philippines, some 35,000 Filipino children become victims of road accidents each year, which usually lead to deaths especially if their injuries are serious.

The ordinance imposes a fine of P1,000 on violators.

The “mandatory helmet act of 2009” will also be observed based on the rules provided by the Department of Transportation and Communications (DoTC) at Land Transportation Office (LTO). (Willie L. Catapat)
