VIGAN CITY, Ilocos Sur, Philippines – The special polls set for May 28 for the 1st congressional district here is a showdown between a well-known political figure and a candidate who lost his last run for congress in the 2010 automated elections.

Those vying for the post vacated by former Rep. Ronald V. Singson are his younger brother Ryan, who is the incumbent vice mayor of this city, and lawyer Bertrand Baterina, and independent candidate who lost to Ronald for the same post last year.
