MANILA, Philippines — A Quezon City councilor has proposed an ordinance granting senior citizens discounts in parking fees at the city’s shopping malls, hospitals and similar establishments.

In his proposal, Councilor Allan Benedict Reyes said that to avail themselves of the exemption, the elderly must present their senior citizen identification card issued by the Office of the Senior Citizens Affairs (OSCA) upon entry at the parking area.

A fine of P500 or 30 days imprisonment or both will be imposed on the cashier or booth attendant who refuses to grant the discount.

The operator, manager or owner of the parking facility will be fine P2,000 or jailed for 30 days.

Reyes said that laws like the Senior Citizens Act of 2010 were passed to promote the welfare, needs and concern of the elderly, and the city council must extend these privileges to senior citizens.
