MANILA, Philippines — Police arrested Saturday 12 foreigners for allegedly being unruly and figuring in an argument with the companions of presidential sister Maria Elena “Ballsy” Aquino Cruz inside a Cebu-bound commercial plane, a police official said.

Chief Supt. Agrimero Cruz, Jr., spokesman of the Philippine National Police (PNP), said the 12 foreigners were collared shortly after the Cebu Pacific Flight 5J-563 landed at the Mactan Cebu International Airport in Lapu-Lapu City at 9:10 a.m. Saturday.

He identified two of those held under police custody as Han Yan, 31; and, a certain Mailiyasi, 33.

“These two were reported to being unruly during a fun game inside the passenger plane,” said Cruz.

“Based on the report by the guard on-duty, their being unruly resulted in an altercation with the companions of Ms. Ballsy Aquino Cruz,” he added.

The official said the incident occurred while the plane was heading toward Cebu from Manila.

It was not clear as of press time Saturday why the 10 other companions of the two foreigners were also taken under police custody but the police official said the companions of the sister of President Aquino served as the complainant.

Cruz revealed that it was the chief of staff of Aquino Cruz who instructed the airport policemen to hold under their custody the 12 foreign passengers.

The official said the 12 foreigners are now under the custody of the 7th Police Centers for Aviation Security.

“The chief of staff of Ms. Ballsy Cruz instructed the 7th PCAS to hold the group of 12 foreigners and file necessary charges against them,” said Cruz.
