MANILA, Philippines — The Makati City government will hold developers and contractors of medium and high-rise buildings being constructed in the city responsible for cleaning up their construction garbage.

Engr. Nelson Morales, building official and city engineer, said despite regular maintenance works being done by the city’s Department of Engineering and Public Works (DEPW) on all public drainage and waterways in the city, flooding continued to occur on streets along construction areas because of clogging caused by construction materials.

Hence, the Office of the Building Official ordered all developers and contractors of medium and high-rise buildings being constructed in the city to conduct regular de-clogging of drainage around their job site after frequent flooding in the areas was noted.

“We have issued this order to remind all developers and contractors that they need to clean up all leftover construction materials, such as concrete mixtures, soil, gravel, sand and other forms of debris every month during the construction phase and immediately after project completion,” Morales said.

Morales said the Office of the Building Official (OBO) will issue a stoppage order to developers and contractors who fail to comply with the memorandum, which he said is part of Makati’s continuing advocacy for disaster resiliency and risk reduction.

The building official also said that the city government has required developers and contractors to submit a monthly Maintenance Report until the completion of the project so as to be able to monitor their compliance with the City Hall directive and the National Building Code, or Republic Act 6541.

He also said construction sites should be kept clean and safe, especially since these buildings are located at the Central Business District.

The Enforcement Division of the OBO, together with cluster supervisors from DEPW and in coordination with barangay officials, will be conducting random checks on the sites to ensure strict compliance with the directive.
