BJMP vows erring officer's arrest

MANILA, Philippines — Bureau of Jail Management and Penology (BJMP) Chief Jail Director Rosendo Dial said the jail officer who allegedly helped three foreign inmates escape from Parañaque City Jail will be arrested soon.

Dial revealed that they already have "good leads" on the whereabouts of JO1 Richard Sillatoc who went into hiding after his alleged involvement in the inmates' jailbreak last Dec. 11.

“We are just waiting for the court to issue a warrant of arrest before we get him,” said Dial.

Without the warrant of arrest, authorities could not implement Sillatoc's arrest, for fear of making a "technical" mistake.

Further, according to Dial, a suspect can be apprehended even without a warrant of arrest only within a period of three days, the required time under the hot-pursuit prescription, and Sillatoc's arrest can soon be expected.
