ILOILO CITY, Iloilo, Philippines — The appointment of the general manager of Metro Iloilo Water District (MIWD) is illegal. This is the ruling of the Civil Service Commission (CSC) which it made last year on the issue and which it upheld in a separate ruling issued last January 4, 2012 when it junked MIWD general manager Le Jayme Jalbuena’s motion for reconsideration.

“Considering that there was no resolution passed by the MIWD Board of Directors authorizing the appointment of Jalbuena as General Manager A, it is thus considered as a violation of the law and hence (his appointment) is void from the beginning,” declared CSC Commissioner Mary Ann Fernandez-Mendoza.

“The motion for reconsideration of Jalbuena is devoid of merit,” she underlined.

Last January 2010, then MIWD Chairman Celso Javelosa appointed Jalbuena as General Manager A under permanent status.
