Policemen ignored bomb disposal protocol

MANILA, Philippines — The police officers who were killed when a vintage bomb exploded in a welding shop in Taguig City on Wednesday did not follow protocol.

Two members of the Philippine National Police-Special Action Force (PNP-SAF) and two other people were killed in the blast. Ten others were injured.

Killed on the spot was Police Officer 2 Elizalde Bisaya, a PNP-SAF member, and Crisanto Daguio, owner of Ironworks junk shop.

Declared dead on arrival at the Taguig-Pateros Hospital, were identified as Police Officer 3 (PO3) Jose Toralba, also a member of the PNP-SAF and one Liza Romualdo, 19, owner of a nearby store.

Chief Inspector Jenny Tecson, spokeswoman and concurrent chief of the Southern Police District (SPD) Public Information Office, said the PNP-SAF members did not observe proper protocol when they brought the bomb to the welding shop in Lower Bicutan.

Tecson said vintage bombs should be surrendered to the bomb disposal unit of the Philippine National Police (PNP) in Camp Crame, Quezon City.

She said that police investigators were still trying to determine if there were lapses committed by the PNP-SAF members.

“That is not the right way or the Standard Operating Procedure on how to treat a recovered bomb. It’s also not the right protocol to bring a vintage bomb to a junk shop,” Tecson said.

Taguig Mayor Lani Cayetano said the city will shoulder the burial expenses of those who were killed.
