BPO Complex To Replace Jail

CEBU CITY, Cebu, Philippines — What used to be a home for suspected criminals from various parts of Cebu will soon be a complex for business process outsourcing companies.

This, after Filinvest Development Corporation won the bid for the development of a 10-storey building that will soon rise at where the old Bagong Buhay Rehabilitation Center (BBRC) and the Cebu City Treatment and Rehabilitation Center (CCTRC) are located.

The provincial jail has long been abandoned after the province built a new, modern jail in barangay Kalusanan. The CCTRC remains occupied up to this time.

The development of the province-owned property will be under a build-operate-transfer scheme between the Cebu Provincial Government and Filinvest, where the ownership of the lot stays with the provincial government.

“We earn from the property out of rentals and percentage of revenues,” said Governor Gwendolyn Garcia. “Whatever is developed on that property, it is immediately transferred as asset to the Provincial Government.”

“The way we are doing it here in the provincial government is not to dispose or sell property in order to realize revenues. We take stock of our existing prime lots and realize that is attractive to the private sector for development based on our terms,” added Garcia
