Villanueva mulling to conduct probe on abusive practice of contractualization of workers

Senator Joel Villanueva is mulling to conduct an investigation on the abusive practice of contractualization of workers and the government's measures in ensuring that companies comply with orders of regularization.

Villanueva made the pronouncement after the Department of Labor and Employment (DOLE) ordered two fast-food chains to regularize their more than 7,000 workers, amid the government's crackdown on the practice of "endo" or end of contract.
"We are looking at the possibility of filing a Senate resolution to investigate the abusive endo practices of some companies, and to look into the monitoring capacity of the DOLE in ensuring that companies comply with their orders of regularization," Villanueva said in a statement.
The senator chairs the Senate committee on labor, employment and human resources development, which tackled measures pushing for the amendment of the Labor Code and prohibit contractualization.
Villanueva earlier said the panel is finalizing its report on the proposed law against labor contractualization for endorsement in the Senate plenary.
On Wednesday, the DOLE ordered Jollibee and Burger King to make regular more than 7,000 employees their respective contractors. Jollibee holds the master franchise of Burger King in the Philippines.
DOLE said it will look into the compliance of other fast-food chains with labor laws.
While he welcomed the development, Villanueva urged the DOLE to make a firm stand on the regularization of workers, instead of issuing separate orders against companies.
"We welcome the DOLE's order for Jollibee to regularize its workers. However, we would like to echo the call of the labor groups that orders of regularization would be most meaningful if there is actual regularization, duly accounted where and who are the new regulars, and not just on newspapers or just listed in the order," he said.
Villanueva recently lamented that DOLE, during their hearings, had "not submitted a clear position on the issue" of endo.
